The FCC Announces Revision of the Start Date for Waves 2 and 3 and the TA provides RFPF submission deadlines
April 7, 2006, Washington, D.C - The TA submitted a recommendation to the FCC on March 29, 2006 to adjust the start
dates for Wave 2, Stage 2 and Wave 3, Stage 2. The TA also recommended a change in the Mandatory Negotiation period for Wave 1,
Stage 2. The FCC on March 31, 2006 issued a Public Notice concurring with the TA's recommendation and approved the following dates
as the "new" adjusted start dates for NPSPAC licensees in Waves 2 and 3:
NPSPAC
Wave 2, Stage 2 August 1, 2006
Wave 3, Stage 2 November 1, 2006
Based on these new start dates, the Voluntary and Mandatory Negotiation periods will occur as follows
Wave 2, Stage 2
Voluntary Negotiations: August 1, 2006 - October 31, 2006
Mandatory Negotiations: November 1, 2006 - January 31, 2007
Wave 3, Stage 2
Voluntary Negotiations: November 1, 2006 - January 31, 2007
Mandatory Negotiations: February 1, 2007 - April 30, 2007
"The TA believes that adjusting the start dates for Wave 2, Stage 2 and Wave 3, Stage 2 is consistent with the national priority
established by the FCC to complete band reconfiguration in a manner that protects public safety communications," said Brett Haan,
Director, 800 MHz Transition Administrator, LLC. "These adjustments incorporate lessons learned in the program to date and direct
input from the Public Safety community."
Request for Planning Funding (RFPF) Deadlines
In addition, the TA announces the following RFPF submission deadlines to encourage timely Planning Funding Agreement (PFA) negotiations
in accordance with the revised schedule.
Channels 1-120
Wave 3, Stage 1 May 15, 2006
Wave 4, Stage 1 July 1, 2006
NPSPAC
Wave 2, Stage 2 August 1, 2006
Wave 3, Stage 2 November 1, 2006
Wave 4, Stage 2 February 1, 2007
These deadlines are provided to encourage licensees to consider their planning funding needs in a manner consistent with the revised
schedule. Adherence to these deadlines and to the TA's revised RFPF process will afford licensees and Sprint Nextel appropriate time
within the negotiation windows to negotiate a Frequency Reconfiguration Agreement.
The TA's recommended Wave 1, Stage 2 (NPSPAC) timeline modifications remain under review by the FCC. As such, the TA recommends that
Wave 1, Stage 2 licensees submitting RFPFs do so as soon as possible. If the FCC approves the recommended changes to Wave 1, Stage 2,
the TA will publish an appropriate Wave 1, Stage 2 RFPF deadline.
All licensees submitting RFPFs after April 7, 2006 are strongly encouraged to use RFPF version 2.5 available on the TA's website at
www.800TA.org. Any submission received after May 15, 2006 must use version 2.5.

About the 800 MHz Transition Administrator, LLC
800 MHz Transition Administrator, LLC ("TA LLC") is the Transition Administrator ("TA") for the
reconfiguration of the 800 MHz band mandated by the Federal Communications Commission ("FCC").
TA LLC has contracted with BearingPoint, Inc., Squire, Sanders & Dempsey L.L.P. and Baseline
Telecom, Inc. to perform the duties of the TA. Among its duties, the TA establishes reconfiguration
guidelines, specifies replacement channels, reviews reconfiguration cost estimates, monitors payment of
reconfiguration costs, manages the relocation schedule, facilitates issue resolution and administers the
alternative dispute resolution process. TA LLC uses information it receives solely for the purposes of
administering the 800 MHz reconfiguration process and may disclose such information to the FCC or
other authorized parties pursuant to the requirements of the 800 MHz Order or other applicable laws.
