Wave 4, Stage 1 - RFPF Deadline Information

August 16, 2006, Washington, D.C. - The 800 MHz Transition Administrator, LLC (TA), announces a modification to the Wave 4, Stage 1 deadline for Request for Planning Funding (RFPF) submissions. Within Wave 4, Stage 1, there are a number of licenses with locations in the international border areas defined by the FCC which are subject to special frequency plans negotiated by the United States with the governments of Mexico and Canada. The State Department has been involved in direct discussions with Mexico and Canada.

"The TA continues to monitor progress and work with the FCC to evaluate the impact of the progress on the Regional Prioritization Plan and the Report and Order," said Brett Haan, Director of the TA. "In the interim, any Wave 4, Stage 1 licensee receiving a Frequency Proposal Report (FPR) on or after August 1, 2006 that needs to request planning funding, will have 45 calendar days from the date of the earliest FPR cover letter received to submit the RFPF." The deadline will be noted in the FPR cover letter. The FPR contains proposed new frequencies for those call signs that must change operating frequencies and is sent out by the TA as part of reconfiguration.

Call signs with any locations within the FCC-defined international border areas will not be receiving FPRs until the revised border area band plans are finalized through the international negotiations. It should also be noted that call signs with locations within approximately 113 km of the FCC border zones are also affected by the border frequency plans and will not generally be receiving FPRs.

About the 800 MHz Transition Administrator, LLC
800 MHz Transition Administrator, LLC ("TA LLC") is the Transition Administrator ("TA") for the reconfiguration of the 800 MHz band mandated by the Federal Communications Commission ("FCC"). TA LLC has contracted with BearingPoint, Inc., Squire, Sanders & Dempsey L.L.P. and Baseline Telecom, Inc. to perform the duties of the TA. Among its duties, the TA establishes reconfiguration guidelines, specifies replacement channels, reviews reconfiguration cost estimates, monitors payment of reconfiguration costs, manages the relocation schedule, facilitates issue resolution and administers the alternative dispute resolution process. TA LLC uses information it receives solely for the purposes of administering the 800 MHz reconfiguration process and may disclose such information to the FCC or other authorized parties pursuant to the requirements of the 800 MHz Order or other applicable laws.
