Wave 4, Stage 1 Negotiation Period Extended for Border-Area Non-NPSPAC Licensees
July 2, 2007, Washington, D.C. —
On June 29, 2007, the Federal Communications Commission (FCC) issued a Public Notice extending the end of the mandatory negotiation
period for Wave 4, Stage 1 border area non-NPSPAC licensees from July 1, 2007 to September 30, 2007
and postponing the start of the mediation period until October 1, 2007 for such licensees. The FCC
also extended the filing freeze on new applications in Wave 4, Stage 1 border areas until November
14, 2007. Rebanding of licensees located in, or affected by, the border area is affected by ongoing
discussions with the Governments of Mexico and Canada regarding border area frequency plans.
During the extended negotiation period, Wave 4, Stage 1 licensees located in, or affected by, the border area are not
required to engage in planning or negotiation prior to the receipt of proposed replacement frequencies
from the TA, though they may engage in such activities to the extent that they are not
frequency-dependent and would not result in unnecessary duplication of costs. Licensees can elect
to engage in such planning and negotiation activities if they meet the above criteria. If planning
funding is required, licensees will need to submit a Request for Planning Funding (RFPF) to the TA
and negotiate a Planning Funding Agreement (PFA) with Sprint Nextel.

About the 800 MHz Transition Administrator
800 MHz Transition Administrator, LLC ("TA LLC") is the Transition Administrator ("TA") for the reconfiguration of the 800 MHz band mandated by the Federal Communications Commission ("FCC"). TA LLC has contracted with BearingPoint, Inc., Squire, Sanders & Dempsey L.L.P. and Baseline Telecom, Inc. to perform the duties of the TA. Among its duties, the TA establishes reconfiguration guidelines, specifies replacement channels, reviews reconfiguration cost estimates, monitors payment of reconfiguration costs, manages the relocation schedule, facilitates issue resolution and administers the alternative dispute resolution process. TA LLC uses information it receives solely for the purposes of administering the 800 MHz reconfiguration process and may disclose such information to the FCC or other authorized parties pursuant to the requirements of the 800 MHz Order or other applicable laws.
